Riverside police spokesman Officer Ryan Railsback said there is no connection between Brown and the victim, Daniel Dean.
Dean was newly engaged and is survived by a 2-year-old daughter.
Brown is charged with murder and attempted carjacking, as well as enhancement charges, which could increase his sentence if he is convicted, alleging discharge of a firearm causing great bodily injury and a murder committed during a robbery, according to a criminal complaint filed by the Riverside County District Attorney’s Office.
Brown’s arraignment is scheduled Dec. 21.
Police said earlier that two suspects approached Dean on Sept. 1 after he used the Chase Bank ATM at 10355 Magnolia Ave., and one of the suspects shot the victim while he was seated in the driver’s seat of his locked vehicle.
Railsback said police are still following up on leads. The second suspect has not been apprehended.
Dean was found at about 4:28 a.m. in the bank parking lot caddy-corner from the Galleria at Tyler.
Investigators ask that anyone with information to directly contact Detective Jim Brandt at 951-353-7137 or Detective Mike Medici at 951-353-7104. Information may be sent via email to rpdtips@riversideca.gov
