Buffer zones outside a Bay Area Planned Parenthood haven’t quelled disruptive protest. Will a noise ban help?

WALNUT CREEK — Patients at Planned Parenthood will soon have a quieter experience obtaining contraceptives, getting an abortion or seeking any other reproductive health care. That’s because bullhorns, megaphones, loudspeakers or any voice amplification devices have been banned within 100 feet of the doorway entrances to the facility, located at 1357 Oakland Blvd. in Walnut Creek. Concerned about the physical and emotional toll of noise reverberating through the reproductive health care facility’s walls and inside exam rooms, the Walnut Creek City Council on Tuesday unanimously voted to enshrine the ban in its municipal code. Slated to take effect May 15, the new law is the city’s latest attempt to reduce the harassment, intimidation and obstructive behavior from protestors outside, which impacts patients’ ability to safely access care at Planned Parenthood. Elected officials previously approved “buffer zones” intended to keep protestors at least 100 feet from the clinic in 2022. Richmond leaders may end practice of letting family members join city boards

RICHMOND — Relatives and business partners of sitting Richmond councilmembers may soon no longer be welcomed on city commissions and other decision-making bodies. The City Council on Tuesday began weighing a nepotism ordinance that would prevent councilmembers and staff with hiring power from appointing their family and business associates to boards, commissions, committees and task forces. It would also stop them from hiring relatives to city positions. But, if eventually approved, loved ones currently on those boards may be allowed to finish their terms. Under the city charter, the mayor has authority to recommend board appointments, which then need council approval. On Tuesday, Vice Mayor Claudia Jimenez and Councilmember Cesar Zepeda, who brought forward the ordinance, argued the lack of a clear nepotism policy leaves the city vulnerable to corruption. OAKLAND — The warfare over plans by Oakland International Airport to incorporate San Francisco Bay into its name widened on Wednesday after the East Bay aviation hub drafted travel leaders into its cause. San Francisco Bay Oakland International Airport is the proposed new name of the East Bay air travel hub — which, according to a post on the Airport Parking Shop website, would approach the length of the current longest airport name, Sheikh Sultan Bin Khalifa bin Zayed Al Nahyan palace Complex, an airport in Dubai. The new name proposed for Oakland International Airport prompted San Francisco International Airport officials to object, saying the suggested moniker would create confusion. “We are deeply concerned about the potential for customer confusion and disservice that could result from this proposed renaming,” said Ivar Satero, director of San Francisco International Airport. Deputies kick down bathroom door, fatally shoot armed teen in midst of mental health crisis

San Bernardino County Sheriff’s Department deputies on Tuesday shot and killed a 17-year-old boy authorities say was experiencing a mental health crisis — the second teen killed by the law enforcement agency in less than a month. The boy was inside the Victorville foster home of his sister when deputies responded around 1 p.m. to a call of an “unwanted subject” in the house in the 17100 block of Forest Hills Drive, according to the Sheriff’s Department. He had locked himself in a bathroom and threatened to hurt himself when deputies kicked down the door and tried to arrest him, the department said. The deputies first spent about 30 minutes trying to de-escalate the situation, authorities said. Video released by the Sheriff’s Department shows deputies struggling with the 17-year-old — who was armed with a knife — in the bathtub. One officer was cut and a deputy shot the teen, who later died at the hospital, according to the department. Horse running on busy freeway killed, creating gridlock near City of Industry

A semi truck and a sedan struck and killed a horse that had been seen running along a busy freeway Tuesday evening in City of Industry, blocking traffic for several hours. California Highway Patrol officers responded to a call at 7:49 p.m. of a “horse running in lanes and slow traffic” on the 605 Freeway, CHP Officer Ramon Kendricks said. A minute later, another call reported a trailer had stopped next to a “dead horse blocking one or two lanes,” he said. At 7:55 p.m., CHP officers arrived on the scene to find that the horse had been hit by “a sedan and a semi truck,” according to Hendricks. It was unclear how the horse got on the freeway, perhaps falling from a trailer, he said, and officials continue to investigate the incident. The “horse was blocking the HOV and one lane,” and after CHP arrived “all lanes were stopped,” he said. Caltrans officials said initially that they did not have the ability to pick up the horse and requested help from animal control. Ultimately, though, “Caltrans responded with a loader and a dump truck,”

Motorcyclist killed in crash with garbage truck in Garden Grove

An Anaheim man died Tuesday afternoon after he was involved in a crash with a garbage truck while riding his motorcycle in Garden Grove. The crash happened around 1:15 p.m. on the 11700 block of Western Avenue, according to the Garden Grove Police Department. Details about the crash itself are limited, but police say officers arrived on scene and found the 56-year-old motorcyclist unresponsive in the roadway. Paramedics arrived on scene and transported the unidentified man to a local trauma center where he was later pronounced dead. The driver of the garbage truck remained at the scene and is cooperating with the investigation, police said. The Garden Grove Neighborhood Traffic Unit is leading the investigation and the Orange County Sheriff’s Department Crime Lab processed and photographed the scene. The Coroner’s Office is conducting an autopsy and will determine the cause of death. At this time, alcohol or drugs are not suspected to have been factors in the crash, but that determination will ultimately be made by the results of the autopsy. Manager of California credit union sentenced for using bank resources to pay personal bills

A credit union manager in Ventura County has been sentenced to a year in prison after it was discovered she used bank funds to pay her own personal bills and approved fraudulent wire transfers totalling nearly a quarter-million dollars. On Wednesday, Tina Torres, 55, of Santa Paula, received a suspended sentence of six years and eight months in state prison. She will also be placed on felony probation for two years and her suspended sentence would be reinstituted if she violates the terms of her probation, the Ventura County District Attorney’s Office said. In February, Torres pleaded guilty to eight felony counts of grand theft, forgery and grand theft by embezzlement. According to the D.A.’s Office, Torres was a manager at Limoneira Federal Credit Union in Santa Paula from 2016 to 2019. That position provided her access to the credit union’s financial records and authority to approve wire transfers. In 2019, a financial audit of the financial institution revealed Torres paid more than $26,000 of her personal bills out of credit union accounts. Girl, 16, identified as Rancho Cucamonga murder victim after 45 years

Nearly 45 years after her murder, a homicide victim in Rancho Cucamonga has been identified using DNA. Karen Marie Heverly, 16, was found by a worker in a vineyard near 8th Street and Rochester Avenue on June 7, 1979, the San Bernardino County Sheriff’s Department said in a news release. “The victim was found to have sustained traumatic injuries and the manner of death was determined to be a homicide,” the release said. “Investigators exhausted all leads attempting to identify the victim and the case went cold.” In 2023, however, San Bernardino County officials sent the victim’s DNA samples to Othram Inc. for processing. “Othram Inc. scientists developed a suitable DNA extract and used Forensic-Grade Genome Sequencing to build a comprehensive DNA profile,” the release explained. “Othram’s in-house forensic genetic genealogy team used the profile in a genealogical search to produce investigative leads.” Those leads produced the name of Heverly, who ran away from her parents’ Jersey Shore, Pennsylvania, home in 1979 “under unknown circumstances,” investigators said. Historic Harris Building Donated to City of San Bernardino as Severely Dilapidated Homeless Attraction Valued at $4M

The historic Harris Building, a 207,000-square-foot landmark in downtown San Bernardino, has been donated to the city in a move that could herald a new era of revitalization for the area. Valued at $4 million, the building has suffered from years of neglect, leading to its current dilapidated state. The donation comes from El Corte Inglés, S.A., a Spanish Corporation (ECI), which has owned the building since 1998. “The Harris Building is the last remaining property within our real estate portfolio located in the United States,” stated a representative from ECI. “It is no longer economically viable to continue maintaining the property, given the challenges of vandalism and trespassing due to its vacant status.” Assistant City Manager Edelia Everland clarified the nature of the transaction, stating, “It’s a private property that we will acquire via a donation.
